Task 96, FY 1998, "Improved Procurement Methods for ITS Software" (Michael Dunn, Commonwealth Computer Research, Inc.). Intelligent Transportation Systems (ITS) rely heavily on the software that governs their operation, usually in real-time. Many agencies have encountered difficulties with schedule and budget adherence when acquiring software. The final software often does not meet their expectations, causing further delays and costs. Software problems can delay operation of the system and may delay acceptance of a larger construction contract. The objective of this research is to develop a guide that identifies and describes effective, practical techniques that state and local agencies can use to acquire ITS software. Particular attention should be paid to techniques that a public agency can use to scope, budget, schedule, contract, and manage software acquisitions. The report has been published by AASHTO.
